FROM THE ASSESSOR:

The mission of the Pleasants County Assessor’s Office is to assess all property, both real and personal, as accurately and fairly as possible. The main job of the office is to maintain fair values on all property in the county. Once the Assessor’s Office closes the books and the values are set for the year, the levying bodies (school board, county commission, cities of Belmont and Saint Marys, state of West Virginia, and any special levies) then set the tax rates to be applied.

My staff and I are here to address your concerns. It is my hope that this website will share some general information that will help you have a better understanding about property tax issues (Real and Personal) in our county.

The assessor must obtain from every person within the county, a full and correct description of all personal property. This is done by mailing an assessment form to all individuals and businesses. The Assessor’s Office visits all real estate at least once every three years. Market Value on property is current on all property. All land and personal property assessments must be completed no later than January 30th of each year.

The Assessor will present the land and personal property books to the County Commission no later than the first day of February each year. These will serve the County Commission when sitting as a board of review and equalization. The Assessor shall attend the Board of Equalization and Review hearings and render assistance to the commission with valuations of property.

An appeal can be made to the Board of Tax Appeals located in Charleston, WV instead of appealing to the County Commission sitting as the Board of Review and Equalization. The appeal must be made before the County Commission adjourns the Board of Equalization and Review Hearings. If the appeal is made to the Board of Tax Appeals, the Assessor or a representative from this office has the opportunity to defend valuations that are set in place. The WV State Tax Department – Property Division is responsible for placing valuations on certain properties (Industrial Accounts, Oil and Gas Wells & Managed Timberland). They will defend the valuations they have placed on these particular types of properties.

County Assessor duties:

  • Preparing the yearly Personal Property and Real Estate Books. The Real Estate Book updates are made by reading the Deeds and Wills (recorded document listings are provided by the County Clerk’s Office) and making the appropriate changes.

  • Valuations will be placed on vehicles using 60% of the NADA loan value.

  • Valuation on real estate will be completed by using 60% of the current market value (established by cost, market and/or income methods).

  • A listing of mineral owners is contained in the Real Estate Books. All values on natural resources and managed timberland are derived from calculations set in place by the WV State Tax Department – Property Division.

  • The county Tax Maps are made and updated in this office yearly according to the recorded documents (newly created parcels).
